Allowed for pneumatic protection: what is needed and how to get it

Before purchasing a pneumatic gun, most newbies should ask themselves the following questions: what do you need to register and release licenses for it? What documents are required to carry a pneumatic gun?

What is a pneumatic weapon?
The word "pneumatic" comes from the ancient Greek "πνεῦμα", which translates as "breath" or "wind".
Pneumatic weapons are a type of weapon in which a projectile (a bullet, bullet or something else) flies out due to the pressure of gas or air.
Back in the 18th century, the possibility of using such weapons in the army as an alternative to firearms was quite seriously considered. If compared with the gunpowder weapons used at that time, pneumatics could boast similar power characteristics, but had a higher rate of fire and accuracy, were less noisy, did not emit smoke when fired, and were also not sensitive to changes in weather conditions.
Today pneumatic weapons are mostly used in sports and for entertainment, when hunting small animals and birds. As a rule, sports pneumatics have a low power - 7.5 J, hunting - 25 J. However, theoretically there are no power limits for pneumatic guns.
According to the principle of operation, pneumatic weapons are:
- Spring-piston. To fire a shot, a compressed spring pushes the piston, and the compressed air must transfer energy to the bullet.
- Gas cylinder. The energy source is gas. Since only part of the gas is used during the shot, frequent reloading is not required.
- PCR-pneumatic. The same principle is used, but from time to time the shooter must pump the gas himself.
When is a permit for an air gun needed?
It is worth noting that there is no single document in Ukrainian legislation that defines the rules for carrying air guns. The main documents that law enforcement agencies rely on are:
- Resolution of the Cabinet of Ministers of Ukraine dated October 12, 1992 No. 576 "On Approval of the Regulations on the Permit System".
- Instructions approved by the order of the Ministry of Internal Affairs dated August 21, 1998 No. 622.
- Code of Ukraine on Administrative Offenses (CUaAP).
The listed sources provide an opportunity to understand the procedure for purchasing, registering, storing, using, and transporting weapons of various types. In particular, these official resources also indicate responsibility for violating the rules of use.

Types of pneumatics that require a permit
Do I need a permit for pneumatic weapons? To answer this question, let's turn to the Resolution of the Cabinet of Ministers of Ukraine No. 576, to its general provisions, which states that a permit must be obtained for pneumatics that have a caliber of more than 4.5 mm and a bullet speed of more than 100 meters per second. If these two characteristics are present, then permits will need to be obtained.
Other types of pneumatic weapons of a standard not exceeding 4.5 mm are sold to adult citizens (from 18 years of age) without any strict restrictions and licenses.
How to get a permit for an air gun?
Before purchasing an air gun, you need to learn how to handle a weapon. And it is better to do this with professional trainers who will not only prepare you practically, but also tell you the theoretical part, and also issue an appropriate certificate. Only after that we recommend starting to apply for a permit.
Permits for air guns are issued in the relevant department of the Main Directorate of the Ministry of Internal Affairs of Ukraine.
At the initial stage, you will need to prepare a standard package of documents, which includes:
- Medical certificate in form 127/o with the signatures of a psychiatrist and a narcologist.
- Certificate of no criminal record.
- Application made out to the head of the Main Directorate of the Ministry of Internal Affairs of Ukraine for the issuance of a permit.
- Receipt of payment of state duty.
- Photocopies of passport with information confirming the identity and TIN (tax identification code).
- Photos 3x4 - 4 pieces.
- Insurance policy for the owner of the weapon's civil liability.
- Certificate of studying the material part, rules for handling weapons.
As soon as the permit for an air pistol is issued, you can proceed to the selection and purchase of pneumatics, focusing on your goals. Next, the gun must be brought to the Ministry of Internal Affairs, where specialists will check it for serviceability and compliance with the characteristics, and also make sure that there are no modifications to it.
The license for use is issued for 3 years, after which the document must be extended.

Can you carry an air gun with you?
A 4.5 mm air gun is not a lethal weapon. Its power is not taken into account. As we have already found out, such a weapon does not require a license, and you can freely carry it with you, store it at home and use it.
However, regardless of the characteristics of the air gun, it is important to follow the rules for use and storage, since your safety and the safety of the people around you depend on it:
- Do not point the gun at a person! This is the main rule for any weapon, even if it is intended for sports or entertainment. The product is not lethal, but it can cause serious harm. You should be especially careful with hunting rifles, which are usually more powerful and have a long firing range.
- Airguns are not allowed to be used in public places. Use is permitted in exceptional cases, for example, for self-defense, when a peaceful resolution of the conflict has failed. Shooting is permitted only in a specially equipped shooting range or in an open area to prevent ricochet.
- Storage, carrying and moving pneumatics is possible only in an unloaded state. The weapon is placed in a special case, without a cocked mechanism and cartridges. This rule applies to both pistols and rifles. Products chambered for the Flaubert cartridge must be transported without ammunition in the drum or chamber.
- It is not necessary to have a safe to store pneumatics at home. However, it is important that children do not have access to it. An acceptable place is a locked cabinet or the upper shelves of furniture. If the gun has a license, then a safe or iron box is required for its storage. If the number of weapons exceeds three, then the premises must be connected to security
